The President took the Chair with the Chairman and Vice Chairman both unavailable he opened the meeting at 19-32. He then handed over to the Assistant Secretary who read the minutes of the last meeting (16 September 09) and the members present agreed them and the President signed them as a true record.

Once again before I start the League Secretaries report I have to say that a number of teams are still not listening to instructions and notices given out at the monthly meetings this will be borne out in the Secretaries Report.
Teams are still submitting registration incorrectly, no stamped addressed envelope, information missing.
As for new forms I asked that you fill in the bottom part of the registration apart from the date, registration number and the signature sections, teams have been penalised under the Good Conduct for this.
Man of the Match nominations teams are still not submitting correctly, again where this has happened the team lose a vote for their player and incur penalty points on the Good Conduct as well. Teams are still nominating wrongly, on the Match Sheet that you submit should be your team’s man of the match as nominated by your opponents.
When I was away I asked that match sheets and registrations be submitted to League Secretary as normal. Any registrations and transfers submitted for that Sunday will not be processed until I return on the Saturday; therefore if you submit a registration or transfer then you need to check with League Secretary to make sure player is signed and eligible to play on the Sunday. Please ring after 2 p.m on mobile number or check the website after 3 p.m when any registrations should be up loaded by then. One team sent the Match Sheet to Jes and only one team rang to check on a registration submitted.
Following on from last month’s minutes when we discussed Funding, can I advise that a workshop has been arranged for Wednesday 25 November 2009 (a week after the League meeting) as part of the Charter Standard programme? This will be held at Stockton Town Football Club (next to Sixth Form College) just down the road.
Secretaries Report
Evening Gazette: We are limited in the space we are allocated for reports in the Gazette however all reports are posted on the website in full when received. Reports are now being sent to the Northern Echo and these appear on a Saturday in the Local Heroes supplement however full reports appear on the League website.
With the impending Postal strike due to start this week then you need to make alternative arrangements if you currently post your Match Sheets. These still need to arrive within the correct timescale and is more important if they contain registrations. This is maybe a good time to think about doing these on-line (it really is simple and takes less then five minutes). As for registrations for those on email I will send back the registration by email, for other’s you need to ring up to check if registration completed. In both cases you will still need to include a stamped addressed envelope so the counterfoil can be returned as you still need to retain this.
Old Match Sheets are being used can I ask that you only use the ones that have the man of the match section on the back of the sheet.
Registration Forms – can I ask that you also use the new forms which contains the Respect notice and throw any others away, if you require any forms then please see about at the end of the meeting, transfer forms are also available. Whilst on about transfers can I point out that these are not being filled in correctly Teams are signing the wrong way round, to date I have accepted these but they will be returned if not correct in future.
Fixtures 8 November amendment due to Durham Sunday Cup Billingham The Kings v Lord Nelson fixture is reversed to Tilery using middle pitch as Hardwick Social Club are at home in the Durham Sunday Cup. The Merlin is also at home to the Sun Inn, Billingham Telstar is also at home, teams need to sort out who plays on which pitch. Rosegale N & S.A & George & Dragon (Yarm) are both away whilst Billingham Cons are also at home.
It was suggested that minutes of meeting’s are posted on the website along with the Secretaries Report, this will be looked at by League Secretary.

TEAM OF THE MONTH - August / September 2009
Stockton West End (Division Three) had 3 League wins, 2 cup wins plus 1 defeat in Durham Sunday Cup – no penalty points in the two months. Match ball presented by Alan Close.
CUP DRAWS – Ian Gorman Memorial Trophy Round Three and Stephen Wells Memorial Trophy Round Two has been completed and in the envelope tonight along with details of the John Jackson & Bill Moss Memorial Trophies.
REFEREES – Jes gave out some changes.
Harry Oliver (Vice President and Stockton Referee’s representative) spoke about having visited another league in the County and they pointed out how lucky we are with referees. It needs the co-operation of all teams to make sure that we retain our referee’s.

Secretaries Report
Before I start the League Secretaries report I have to say that a number of teams are not listening to instructions and notices given out at the monthly meetings this will be borne out in the Secretaries Report. Can I ask that you pay attention to notices and items that are discussed otherwise you may end up paying a number of fines for not listening to instructions. If you are not the Team Secretary but a representative of a Team then you need to pass on the information that is discussed otherwise this could lead to fines for your team. I have spoke to team secretaries about matters discussed at meeting’s and they tell me they know nothing about what I have told them but as I state their club was represented at the meeting when the subject was raised or discussed. Therefore please pay attention to the League Secretaries Report. All I can say is that I have been very lenient with fines to date but as of tonight that finishes.
Matters Arising:
From last month’s minutes the following was mentioned by League Secretary for teams to follow:
Please note all Teams must submit their registrations (at least 14 players) by Sunday 9 August, these must be with the League Secretary before 5 p.m on that date, any received after this will not be allowed to play on the first Sunday of the season and will be dealt with by the Management Committee. A number of Teams fell foul of this ruling and played players submitted after this date.
As for registrations submitted to date it seems that some teams have not followed the instructions with regards to the retained list. All a player has to do if re-signing on the retained list is to check the details, ie date of birth and address and if correct then he signs at the end of the line. If address is incorrect then the new address should be written in the space provided including post code. Teams are filling in mother’s maiden name, place of birth etc these are not required; I also asked that you add the league registration number under the F.A number. I also asked that teams do not cross players out.
As for new forms I asked that you fill in the bottom part of the registration apart from the date, registration number and the signature sections, you would be surprised how much time this saves when doing all the registrations. If these are not done correctly I will put to the bottom of the pile and they will be done last. Please make sure the form is fully completed before sending in otherwise it will be returned and the player will be unregistered. The majority did not do this and consequently the registrations took much longer to do.
Man of the Match nominations as they need to be done by the teams who use the website, this season teams will enter their man of the match on their own match sheet. However the man of the match should still be decided by their opponents and not by themselves, the player will be listed by name and number, so that should match the team sheet. Once again this instruction has not been followed by a number of teams submitting match sheets via post or delivered by hand, this means that your player will miss out on a vote.
Secretaries Report
I have had to refuse a number of registrations already this season as teams are signing players who have been suspended by this league or by other leagues and fail to notify the team they are signing for that they owe money. To date I have been lenient and informed teams and the fines have been paid, this is a particular problem especially when signing a player on the day. In future if a suspended player signs and plays the player will be reported to the County F.A and the Club will be charged with playing an ineligible player. Another area is where a player has signed already for a team this season and then signs for a second team; again I have refused these to date, informed the team concerned and allowed a transfer to take place. Again if this happens the team concerned will be charged with playing an ineligible player. I know this will cause a problem but teams MUST take more care when signing players. On the subject of registrations I am getting told that when I inform the Team that a player is already registered they tell me that the player has told them he has not signed retained list or registration form. I cannot check this at present as all the retained lists and registration forms are with the appropriate County F.A. However I will check these when they come back and if it is found that a Team has signed a player on instead of the player then the Team will be charged with misconduct. You can easily check if a player is registered by checking the website or contact League Secretary regarding any possible signing preferably before a Sunday as it could save you a fine as well as a possible point deduction.
You will note on the website that all match sheets are now being added here, for those teams who are not using the website I am adding over the week, in this case I have to enter a man of the match so I pick a player but this is not where the man of the match is recorded that is done on the registration system that I use.
The website is the first place to look to check for any information as we are trying to keep this well up to date when anything changes, i.e fixtures, referees etc.
Those teams who are using the on-line match sheet return just a reminder if not already done I should have received tonight your paper copy of the match sheets for games played to date. If anybody else would like to use or try the on-line system then please let me know and I will organise for you as you need a login and password plus full instructions supplied however it is simple and easy to use.
Any team requiring information regards referee’s need to ring Jes Lambert in the first instance and not League Secretary, also if you are having trouble and are unable to contact referee then please let Jes know as this could well save you a fine. Have already fined a team this season for exactly that, it is no good telling us after the fine has been issued that you were unable to contact referee.
Tilery pitches: this has become a parking nightmare as Teams are not using the car park at present, can I ask that you use the car park instead of the roads. The residents around here are starting to complain about the parking and if the Enforcement Team starts clamping then it is down to the driver. Also we could have a problem if an ambulance need to access to the fields or residents as well as the fire brigade as they would be unable to get round.
A number of teams fell foul for not ringing in County Cup result to League Secretary, as per league rules you must ring League Secretary with result no matter if you are home or away.
Having watched a number of games this season I have noticed that there are a number of Teams where the captain is not wearing the armband as part of the Charter Standard that the League has signed up to. Can you please ensure that in future the captain wears the armband at all times during the match? Also now is the time to remind teams that they need to be looking to complete some kind of In Service Training which is part of the Charter Standard remit, you must complete one course per year, can be coaching, first aid or any other that is organised, please see Durham County Football Association website for details of courses.

Can I also remind teams that fines need to be paid on time, there will be no leeway as such given this season, if not paid on time then the fine is doubled and a further administration fee applied?
Durham County Football Association handbooks are available for those Teams that have not received theirs yet along with the F.A Discipline Handbook, you can collect yours from the League Secretary at the end of the meeting.
I am on holiday (once again) from Friday 2 October 2009 until Saturday 10 October 2009, I will not be contactable during this period therefore during this period the following arrangements will be in place, results for Sunday 4 October 2009 are to be passed to Jes Lambert before 4 p.m, match reports to be sent to Jes by 6 p.m on Tuesday, match sheets and registrations to be submitted to League Secretary as normal. There has been a proposal put to Durham County Football Association about having an inter league tournament for Sunday leagues in the County and Durham County Football Association want to know which leagues are interested. It will probably be on a knock out basis with games possibly taking place on a Thursday evening so will have to be on a ground with floodlights. I have provisionally said that we would be interested in taking part but need to see what the teams think.

Peter Livingstone spoke re sponsorship and funding and he stated that he had just received a grant of £1,200 and also said that finance was available through Public Health grant scheme. The League Secretary suggested that this was not the meeting to do this and would speak to Durham County Football Association about organising a separate meeting where funding can be looked at and discussed, this could also meet the criteria for a workshop for Charter Standard.
Craig Kimmitt (George & Dragon (Yarm)) asked if any team or teams was interested in sponsorship as he had somebody who was looking at sponsoring a team, anybody who is interested to see Craig at the end of the meeting.
